The territory of Transnistria was occupied by the Romanian (called Transnistria Governorate) who was then a member of the Axis Powers during the Second World War between 1941 to 1944. This one ruble is issued to commemorate the 75th anniversary of the end of the occupation in 1944. Liberation came when the Soviet Union Read Army retook this territory in 1944.
This note basically has no value whatsoever outside it's territory.
