This is a one ruble 2007 print with an overprint commemorative logo added to celebrate the 30th Year of the Soviet Union withdrawal from Afghanistan 1989-2019.

The Afghanistan civil war started when Afghanistan's communist party took power via a coup d'etat in 1978. The new communist regime was very unpopular among the people and by April 1979 large parts of the country were in open rebellion. In September 1978, under the order of Hafizullah Amin who was then the second-in-command in the communist government, ordered the murder of the then President Nur Mohammad Taraki. This led to the sour relationship between the Soviet Union and Afghanistan. Leonid Ilyich Brezhnev, who was then the leader of the Soviet Union, sent the 40th Army division to Afghanistan in December 1979. Upon arrival at Kabul, they staged a coup détat killing the president Hafizullah Amin and installing Babrak Karmal as the new president. The west branded this Soviet Union action as an invasion and since then the country went into civil war with the west supplying arms to the Mujaheddin insurgency. The war went on for 9 years and in 1989, the Soviet Union withdrew from Afghanistan when they realised that they had failed to quell the Afghan Mujaheddin insurgency. The withdrawal started on 15.05.1988 and completed on 15.02.1989, thus officially ending it's invasion and occupation of Afghanistan by the Soviet Union.

The design of this note is the same as the 2007 issue but with the commemorative logo added to the watermark area on the right hand side of the note. The design of the logo comprises mountain ranges in the background, a soldier holding an AK47 gun and a helmet with a big red star behind and underneath with two flags adopted between 27.04.1978 to 18.10.1978 (left) and 19.10.1978 to 21.4.1980 (right).

It appears that the only prefix printed for this issue is KC.
