On 29.01.2010, a new series of Jersey banknotes were released, all bearing the signature of the Treasurer Ian Black. In July that same year, Ian Black resigned from the post, due to poor health, after 11 years (tenure 1999-2010) on the job. On 01.11.2010, the government appointed Laura Rowley as the new Treasurer replacing Ian Black. Since releasing the 2010 series, the Treasury reprinted the £10 with the signature of Laura Rowley, and this note was reportedly released in 2019. Now this is interesting, as Laura Rowley's tenure as the Treasurer of the States of Jersey was from 01.11.2010 to 14.07.2014. The £10 notes bearing her signature must have been ordered, and printed while she was still in office as the States Treasurer, and would not have been released it for circulations until the previous stocks with the signature of Ian Black were depleted. My guess is that this note would have been printed around 2013 or 2014.
 
After four years on the job, Laura Rowley decided to return to the United Kingdom, and resigned from her role as the States Treasurer on 11.08.2014. She was officially replaced by Richard Bell on 15.01.2015.

As mentioned above, this is the reprint of the 2010 series. The designs are the same, except that it has the signature of the Treasurer, Laura Rowley. The letter prefix series for this reprints started with DD.  Apart from the £100 commemorative note issued in 2012, it is believed that this is the only £10 note reprint bearing her signature, unless there are other denominations printed but not released yet.

Queen Elizabeth the Second, the main vignettes of The Hermitage at Elizabeth Castle

Front - The portrait of her Majesty, Queen Elizabeth The Second. This portrait was taken by Mark Lawrence in 1999 when the Queen was 73 years old. This same portrait was also used for the 2007 Fiji series of banknotes. To her left is the main vignettes of The Hermitage at Elizabeth Castle. The three leopards Coat of Arms is printed on top of The Hermitage. Above this is the name of the issuing authority, States of Jersey. Prior to the 2010 series, this name is printed in full as - The States of Jersey on the front, and just States of Jersey on the back. This note is also printed with the outline map of Jersey as a see-through security feature.

Back - An image of the Seymour Tower, built in 1782. This tower is now owned by the Jersey Heritage Government. The tower was built for the purpose of defending the island  against any foreign invaders, mainly the French. It is now used as self-catering accommodation. Next to this is the Lalinque glass sculptures at St Matthews Church. The glass sculptures were made in 1935, and the church was built in 1840. The St Matthews Church is also sometime knowns as the Glass Church. The name in French for the States of Jersey, and value are printed on the back as Etats de Jersey, and Dix Livres respectively.

All the notes (all denominations) are printed with the twelve parish crests vertically on the left side of the note. The twelve parishes are (in no particular order) - St Helier, St Saviour, St Clement, Grouville, St Martin, Trinity, St John, St Lawrence, St Mary, St Brelade, St Peter and St Ouen. 
 
Since 2010, all banknotes are printed with English language on the front, and French on the back.
